Three designate independent Non-Executive Directors have been appointed to Northamptonshire’s Integrated Care Board (ICB).

Northamptonshire’s ICB will be a new statutory body responsible for local NHS services, functions, performances and budgets. It will replace the existing NHS Northamptonshire Clinical Commissioning Group as part of the wider Northamptonshire Integrated Care System – a transition which is expected to take effect from 1 July 2022, subject to government legislation.

The three designate independent Non-Executive Directors to be appointed to the ICB will all take up their new roles from 1 April 2022 as part of a ‘shadow’ arrangement to ensure a smooth and well managed transition. They are:

  • Afzal Ismail – Chair of ICB Audit Committee Afzal is currently a non-executive director at University Hospitals Coventry & Warwickshire and recently served as a trustee of a large multi schools academy trust board. He is also a Group Executive Director at Orbit Housing Group.
  • Andrew Hammond – Chair of Integrated Planning and Resources Committees Andrew is currently Board Lay Member for Primary Care at NHS Northamptonshire Clinical Commissioning Group and previously was Audit Chair at NHS Corby CCG. He is Chief Executive Officer at the Northamptonshire-based apprenticeship certification authority Instructus Skills.
  • Janet Gray – Chair of Delivery and Performance, and Quality Committees Janet is currently a non-executive director at University Hospitals Northamptonshire and is Chief Executive and Registrar at the Academy for Healthcare Science. Her previous roles have included Director of the Department of Health’s Modernising Scientific Careers Programme and Director of Workforce for the East Midlands Strategic Health Authority.

A fourth Non-Executive Director role at Northamptonshire ICB, for the Chair of Primary Care and Joint Commissioning Committees, has not been appointed and is going out to recruitment.

Northamptonshire ICB’s Non-Executive Director recruitment comes in the wake of confirmation that Sarah Stansfield has been appointed to the designate role of ICB Chief Finance Officer following an internal management of change process involving formal applications and interviews. Sarah is currently Director of Outcome Based Contracting and Deputy CEO at NHS Northamptonshire CCG

Three further ICB Executive Director posts – Chief Nursing Officer, Chief Medical Officer and Chief Operating Officer – have not been appointed to through the internal processes and are therefore going out to national recruitment.
